A voter at a polling station in Goyang City, Gyeonggi Province discovered a pre-marked ballot for candidate Lee Jae-myung inside a sealed envelope before casting a vote. The ballot was already stamped and marked, with the barcode indicating that it belonged to the correct district, printed approximately 30 minutes prior to the incident.
The voter immediately reported the anomaly to the election staff, who took possession of the envelope. However, the election commission later accused the voter of staging the incident and referred both the voter and a witness observer to the police for investigation.
This event has prompted public outcry, with many questioning how a pre-marked ballot could be issued by election officials and why such materials were already in circulation during early voting.
